This picture was taken in Warrnambool, which is a township on the southwest coast of the state of Victoria, Australia. This is at the museum called 'Flagstaff Hill' which is a re-creation of the town as it was in the 1800's. This is the Lower Lighthouse which was placed to guide ships to the bay which is off to the right out of the picture. It works in conjunction with the Upper Lighthouse in the next picture.
